During a typhoon or heavy rain, how would vehicles left outside the levees be handled?

During a typhoon or heavy rain, if vehicles parked in lots outside the levees are not evacuated in time, they might be flooded or washed away and thus block water channels, obstruct water flows, or even damage bridges or embankment facilities. To safeguard public safety, such vehiclss shall be towed away to a secure area by the police and the owners shall be exempted from penalties only if the Government fails to forewarn 2 hours prior to the towing. As for the sequance of towing, it shall be undertaken in accordance with smoothness of work flow, from the outside to inside of parking lots randomly. Towing shall begin with areas with no overpasses, followed by areas with overpasses.
