How to apply for holding events in Taipei’s riverside parks or high riverbanks (floodplains) outside the levee?

1. Events requiring a stage or a tent in riverside parks or high riverbanks (floodplains) outside the levee

(1) When holding an event in a sports venue maintained and managed by the Department of Sports in riverside parks or high riverbanks (floodplains) outside the levee, please apply for permission to the Department of Sports. If build up a stage or tent is required, please also apply for a permit to the Hydraulic Engineering Office, Public Works Department, TCG and a building permit to the Taipei City Taipei City Construction Management Office.

(2) When holding an event in the car park of high riverbanks (floodplains) outside the levee, please apply for permission to the Parking Management and Development Office of the Department of Transportation. If build up a stage or tent is required, please also apply for a permit to the PWD-HEO and a building permit to the Taipei City Taipei City Construction Management Office.

(3) When holding an event in riverside park parks, please apply for permission to the PWD-HEO. If build up a stage or tent is required, please also apply for a permit to the PWD-HEO and a building permit to the Taipei City Construction Management Office.

(4) If the construction of temporary buildings, such as stages (including back support and a roof), is required for the said events, please apply for permission to the Taipei City Construction Management Office according to the “Taipei City Regulations for Management of Temporary Performing Buildings” to maintain public safety.

(5) If the construction of tents over 6m is required for the said events, please apply for permission to the Taipei City Construction Management Office according to the “Taipei City Regulations for Management of Temporary Performing Buildings” to maintain public safety.

2. When organizing events on the river (e.g. canoeing), please apply for permission to the competent authority Department of Information and Tourism according to the “Regulations for Management of Water Recreational Activities.” If construction of structures (e.g. floating stage, buoys, hosing lines, etc.) is required, please apply for permission to the Department of Information and Tourism and then the PWD-HEO according to the “Water Act.”

3. When apply for permission to the PWD-HEO, please apply online and follow the constructions: the HEO website (https://heo.gov.taipei/ ) >Citizen Service-Application> Application Case>Citizen Service Platform>The Taipei city Riverside Parks Venue Application (Profit and Nonprofit Events)>Apply Online and login your TaipeiPASS, please fill out the forms and attach relevant information.

4. After an application is approved by the responsible units, if the Central Weather Bureau issues a sea or land typhoon warning or torrential rain warning with alert areas covering Taipei City, the structures, including stages or tents, constructed at the event location should be withdrawn from the areas under normal flood submerge level and prone to the influence of natural disasters within four hours after the issuance of the warning or special report. Applicants failing to do so will be punished according to Article 93-3 of the Water Act.
