According to the Taipei City Hydraulic Engineering Office (HEO,) Shezidao Wetland is a key ecological secret of the city. Latest bird surveys have brought exciting news, including rare appearances by the endangered “Black-faced Spoonbill”. Furthermore, “Common Snipe” numbers have hit an all-time high, proving that the city's habitat conservation work is paying off. According to the HEO, the Shezidao Wetland’s thriving bird life has turned it into a premier birdwatching destination, a rare natural escape in the heart of Northern Taiwan. According to monitoring data from January to March, 2025, a total of 53 species from 29 families was recorded, reaching 1,412 total sightings. The diversity of protected bird species is especially noteworthy. Alongside the endangered Class I Black-faced Spoonbill, the survey recorded six Class II “Rare and Valuable” species—Hen Harrier, Crested Goshawk, Black-winged Kite, Short-eared Owl, Greater Painted-snipe, and Crested Myna—together with Class III protected species including the Brown Shrike and Black-headed Munia. It is worth mentioning that the nocturnal “Short-eared Owl” was caught on camera, thanks to infrared technology mounted on raptor perches. The “Common Snipe” is undoubtedly the highlight of birdwatching activities at Shezidao Wetland! According to the HEO, the elusive Common Snipe typically hides along the edges of wetland plants. However, winter 2025 saw a surprising surge, with numbers hitting an all-time high for this time of year. The success is largely attributed to habitat engineering that kept belts of reeds as hiding spots during low tide. Additionally, large-scale floating islands act as crucial sanctuaries for birds to rest during high tide. This “bird-friendly facility” has encouraged the naturally shy Common Snipes to stay longer. There is also good news for fans of sandpipers, plovers, and other small wading birds. While global environmental shifts have been challenging, Shezidao Wetland’s habitat improvements are paying dividends, with small wader populations now on the rebound. According to statistics, compared to the low point in 2023, there is a 33% increase in small winter wader populations, indicating that habitat engineering projects are having a positive impact on ecological restoration. Although numbers of the Green-winged Teal have diminished in line with regional trends across the Tamsui River, they are still the most common winter visitors. Mayor Chiang Wan-an today (December 10) inspected the Jingmei River–Zhinan River Confluence Revetment Restoration Project, a model initiative for ecological river restoration that has received multiple awards and recognitions since its completion.The HEO noted that flood protection is the most fundamental pillar of urban safety. In response to the challenges posed by extreme rainfall, the Taipei City Government has decided to increase the city’s rainfall tolerance from an hourly intensity of 78.8 millimeters to 88.8 millimeters. To achieve this goal, the city will invest NT$6.5 billion over five years in water management, advancing major projects across key catchment areas including Zhongshan, Bailing, Shilin, and Yuanshan. The HEO further explained that NT$3 billion will be invested in the nation’s first-of-its-kind Dunbei Underground Trunk Drain, which will employ shield tunneling to construct large-scale storage pipes, overcoming land acquisition constraints typically associated with detention basins. A second retention pipe project, the Chengde Road Retention Pipe, is also currently under planning.To further strengthen overall flood control capacity, pumping stations and detention facilities are being upgraded. Construction is underway on Bailing Pumping Station, the largest in Beitou District, with completion scheduled for 2029. The Zhongshan Pumping Station will undergo expansion with an investment of NT$700 million, with construction set to begin in May next year. The Dalong Pumping Station expansion project (contract value NT$446 million) is expected to be completed in the second half of next year. In addition, Fulin Flood Management Park, the first detention basin in Shilin District, is scheduled for completion by the end of next year, further enhancing residents’ peace of mind.Taipei is not only committed to safety, but also to helping citizens rediscover the sense of happiness that comes from being close to water. Over the past three years, the city has invested NT$3.2 billion to advance 28 riverbank restoration projects. Among these, the most high-profile initiative is the NT$1.8 billion Tamsui River Waterfront Environmental Development Plan. Construction of Phases 1 and 2 is scheduled for completion next year, with the entire project expected to be completed by the end of 2028. Upon completion, this world-class waterfront corridor will create a new urban landscape for Taipei.The city has also invested approximately NT$160 million in the revitalization of Dajia Riverside Park, covering an area of 8.6 hectares. Phase I construction has recently commenced, and the park’s water performance plaza, play areas, and flower fields will all be renewed. Renovation works at Guting Riverside Park are likewise ongoing. Riverside playgrounds, a favorite among children, have also seen steady progress. Over the past three years, five brand-new playgrounds have opened, six have been renovated, and five more are currently under construction, ensuring that more joyful spaces will accompany children as they grow.As part of its continued efforts to restore ecological rivers and improve the water environment, the HEO has implemented the Jingmei River–Zhinan River Confluence Revetment Restoration Project. Along the river stretch from the confluence of the Jingmei River and the Zhinan River to the Zhinan River section near Taipei Municipal Beizheng Junior High School, three-sided concrete revetments were removed and near-natural engineering methods were adopted. This allowed the previously concrete-lined Zhinan River to “breathe” again, improving river morphology and restoring the river ecosystem. Since its completion last year, the project has received multiple honors, including Honorable Mention in the “Nature Conservation” category at the 2025 IFLA Asia-Pacific Regional Landscape Architecture Awards, the Excellence Award in the Environmental Construction Category at the inaugural Taiwan Rivers of Hope Awards, and recognition at the Taiwan Landscape Awards. A second project of the same nature, the Xindian River–Jingmei River Confluence Project, is scheduled for completion in March next year, enabling citizens to reconnect with rivers and embrace nature.In terms of river and stream rehabilitation, the Huanggang River Restoration Project in Beitou District (from Yanshou Bridge to Sanhe Bridge) is also expected to be completed in March next year. Guided by the principle of “returning land to the river,” the project will create a people-friendly green corridor that both expands flood storage capacity and provides ecological habitats, becoming a new highlight of livability in Beitou. This recognition stems from the team’s unwavering commitment to bringing the river back to life. The team removed aging revetments and hardened concrete riverbeds, adopting near-natural engineering approaches that allow the once heavily channelized Zhinan River to breathe again. By improving the river’s form and creating gently sloped, people-friendly banks, the project provides suitable habitats for wildlife while enhancing accessibility and safety. What was once a cold, three-sided concrete channel has been transformed into a river corridor that integrates flood control, ecological restoration, and landscape value. All concrete removed during construction was fully reused, reducing transportation needs and carbon emissions and putting net-zero principles into practice. Rice from Shezi became the stars of a funny short story that brings a smile to the audience’s faces. A series of disaster prevention courses and activities helped local residents enhance their capability for self- and mutual-rescue during flooding.In 2025, the HEO promoted resilient communities and disaster prevention drills in Zhongshan District’s Zhulun Village and Zhongzheng District’s Jianguo Village. Xinyi District’s Xingya Village is expected to be ready by the end of November as well. On July 18, 2025, the Zhulun Village disaster prevention drill was held in the open park in front of Zhulun Village Office. The exercise was supported by the Zhongshan District Office of Taipei City Government, the Songjiang Station of the 3rd Battalion of Taipei City Fire Department, and the Zhulun District Office of Zhongshan District.On October 19, 2025, the Jianguo Village disaster prevention and response drill was held on the empty lot next to No. 17 Aiguo W. Rd. in Zhongzheng District. The drill was supported by the Zhongzheng District Office of Taipei City Government, the Chengzhong Station of 1st Battalion of Taipei City Fire Department, and the Jianguo Village Office of Zhongzheng District. Disaster prevention partnerships were also signed with local merchants once the disaster prevention drill was completed, or after each drill to recruit more local residents and disaster prevention partners.The disaster prevention and response drill simulated the imminent arrival of a typhoon with heavy and super heavy rainfall that may lead to flooding in parts of Taipei. Local disaster response teams led by village chiefs were assigned tasks such as emergency readiness. At the same time, disaster prevention specialists also joined the emergency response. Scenarios such as regular disaster mitigation, pre-disaster preparation, in-disaster response, and post-disaster recovery were incorporated into the training. The activity started at the pre-disaster readiness stage. The community disaster response team was mobilized and residents were reminded by the village chief to implement preventive measures.As the disaster scenario continued to unfold, the installation of waterproof baffles, the operation of floodgates, stacking of sandbags, pumping by water pumps, and access being blocked by fallen street trees were all simulated as part of the emergency response drill. The community disaster prevention team began by clearing away fallen street trees before proceeding to guide the evacuation of local residents and set up emergency shelters, demonstrating how they can work with other emergency response units to mount a swift response. In addition, the drill includes important procedures such as rendering first-aid or guidance during an earthquake. This gave participants a better understanding and more hands-on experience with all the different response measures.The drills enabled the continuous improvement and review of the disaster prevention capabilities in the community. They also helped familiarize team members and residents with emergency response procedures. People also learned how to coordinate and work with emergency response units to deal with unexpected situations. This not only enhanced the disaster prevention awareness of residents but also ensured that communities can recover and rebuild rapidly after a disaster.Taipei HEO stated that future efforts will continue to focus on the promotion of community-based flood prevention efforts so that residents can effectively preserve their own life and property during disasters. Mayor Chiang Wan-an presided over the ceremony with local elected representatives and residents invited to witness this historic moment together. To improve the flood prevention capabilities of the 78 subcatchment areas throughout the city, the stormwater tolerance standard is being raised from 78.8 mm per hour to 88.8 mm per hour. A “Comprehensive City-Wide Review of Stormwater Tolerance” was also launched to devise short, medium, and long-term drainage improvement proposals for each region. The Hydraulic Engineering Office (HEO) has already begun implementing major flood prevention improvement projects in each catchment. The Bailing Catchment Area for example has so far carried out short-term works such as gutters and stormwater drainage along Zunxian St. and Sec. 7 of Chengde Rd.; “Bailing Water Pumping Station” will be constructed as the medium/long-term project to effectively solve local problems with standing water and upgrade its regional flood protection capabilities. Bailing will become the largest pumping station in the Beitou District once it is completed in 2029.HEO noted that Bailing Pumping Station will be the city’s 89th water pumping station. The site covers approximately 1.6 Ha and will initially have a pumping capacity of 62 tonnes/second. Space has been reserved for upgrading to 100 tonnes/second to meet the needs of future urban development in Beitou District. The station building is located between Lixian Rd. and Shezhi Bridge near Wufengang River and Choumei Sports Park.Being the first “Landscaped Flood Prevention Water Pumping Station” in Taiwan is what makes the station stand out. The design breaks with the boxy appearance of traditional pumping stations by incorporating the natural landform and local ecological environment of the Beitou agricultural district. In addition to balancing the needs of pumping performance, landscape aesthetics and ecological sustainability, close attention was paid to environmental friendliness in the overall design as well. Noise from pump operations was contained to reduce impact on the local environment while low-impact construction techniques were also applied around the site. The station construction and mechanical-electrical systems were designed for high performance and low energy consumption. Green Building and Smart Building concepts were incorporated in accordance with the relevant criteria.Finally, HEO emphasized that the Bailing Pumping Station is not just a flood prevention project. It is resilient green infrastructure that is fully integrated with the city’s ecosystem. Strict quality control and safety will be enforced. The winning projects were the “Jingmei Creek and Zhinan Creek Confluence Revetment Reconstruction Project”, the “Old Guizikeng Stream Lower Reach Environmental and Drainage Improvement Project”, the “Ji-6 Floodgate Towpath Improvement Project”, and “2024 Citywide Pumping Station Auxiliary Equipment Maintenance and Renewal Project (Contract 1).” Together, they represented affirmation from the Taipei City Government on the high project quality and execution performance delivered by the HEO. The HEO stated that the “Jingmei Creek and Zhinan Creek Confluence Revetment Reconstruction Project”, a grade 2 hydraulic engineering project, introduced eco-engineering techniques with wide, shallow and winding waterways instead of the three-sided concrete box culverts that were previously used. The reconstruction of a healthy river profile with various types of water bodies including ponds, cascades, shoals and streams based on river ecosystems helped to improve biodiversity while catering for ecological flood prevention and recreational water access. The “Old Guizikeng Stream Lower Reach Environmental and Drainage Improvement Project”, a grade 3 hydraulic engineering project, practiced recycling, energy conservation and carbon reduction throughout the remediation process. The bike path built using in-situ soil connected Chenggong St. and Dadu Rd. The newly-cut sawdust trail used materials sourced from in-situ thinning. A low-maintenance water purification system was installed to maintain the water quality and ecological balance through effective treatment of wastewater. Landscaping incorporated the sampan, a local cultural motif. Rest and rice paddy viewing platforms were also added along both sides of the river to create a recreational waterside space with rural scenery. The “Ji-6 Floodgate Towpath Improvement Project”, a grade 3 civil engineering project, is located in Guanshan Riverside Park and immediately became a popular selfie location upon completion! The bike towpath that crossed over the embankment was refurbished to improve safety and comfort. A new viewing platform was also added with sweeping views of the riverside and aircraft take-offs/landings. The platform also included art installations made out of glass brick to create a magical atmosphere. The clever design of the stairs added to the fun of the children’s slide as well. The surrounding green space incorporated the airport runway motif to create a diverse riverside space with transport, scenic, and recreational functions. Finally, the “2024 Citywide Pumping Station Auxiliary Equipment Maintenance and Renewal Project (Contract 1)”, a grade 3 facilities project, upgraded the equipment at the Zhongshan, Jianguo, and Yucheng pumping stations. The Rain Classroom was applied to the integration of the mechanical-electrical systems to enhance the automation and remote monitoring functions of the pumping stations, improve their flood prevention response, and protect the life and property of city residents. According to the HEO, the 4 projects all underwent an extensive internal review process before being entered in the awards in order to demonstrate their application of innovative engineering techniques, energy conservation and carbon reduction, and ecological sustainability. The completion of the “Chengmei Left Bank Riverside Park Xikou Wharf District Improvement Works” will transform the wharf into the trendiest waterside attraction. City residents can also come to enjoy and take selfies with the fantastic scenery! According to the HEO, the Xikou Wharf Viewing Platform will be extended by 3.5m. The upper viewing deck will also be extended by 3.5m to 7m to bring the public closer to the beauty of the waterside. The upper and lower decks at Xikou Wharf will be connected by new tiered seating that will improve people flow. A new 40m long pebbledash bench and other seating areas are also being added. The overall environment will be upgraded as well with new paving. According to the HEO, the “Rainbow and Love Motif Selfie Wall”, a popular selfie attraction, has been updated. Couples are welcome to come leave a lock to symbolize their romantic bond. The “Rainbow LOVE Art Installation” has been moved closer to the water to make the beautiful Rainbow Bridge a more prominent part of the shot. You can change the angle of the shot to include the MacArthur Bridge as well to preserve different snaps of unforgettable riverside memories. New mosaic tiled seating has been installed by the HEO so people can sit down and relax, chat with each other while enjoying the river breeze, and take in the riverside scenery. A romantic space with recreational functions is being constructed here to complement the water lantern event of the Cultural Festival, transforming the wharf into an urban stage rich in cultural heritage and romanticism. Xikou Wharf is located in Songshan District and was once an important port in the Tamsui River Basin. The scattered facilities in the past failed to fully highlight the river port’s cultural significance or connect with the surrounding attractions. The reconstruction project will reshape the wharf establish connections to the metro station and night market. Circulation and recreational spaces will also be optimized with a water plaza, night-time lighting, and landscaping to construct a riverside node with both cultural depth and accessibility. To improve the quality of the Chengmei Left Bank Riverside Park Xikou Wharf district and its facilities as well as create a leisure space that is in harmony with the local environment, the HEO launched the “Chengmei Left Bank Riverside Park Xikou Wharf District Improvement Works” to build a water accessible environment and themed square. As part of the ongoing Taipei Embankment Story project, the riverside slope at Shezi has been transformed into a striking geometric mural that captures the spirit of daily life along the Keelung River. The mural’s centerpiece—a radiant orange concentric circle—symbolizes the rising sun, gradually blending into a soft blue sky. Through bold, minimal color blocks, the artwork tells a quiet yet powerful story of how Shezi residents live in harmony with the river. According to the Taipei Hydraulic Engineering Office (Taipei HEO), the Shezi riverbank ramp serves as a key access point to the riverside park. For generations, locals have cultivated a deep connection with the Keelung River. Their way of life is steeped in wisdom drawn from living closely with nature, where the rhythm of the river flows through their everyday routines. This mural is designed to rekindle those memories—inviting the public to reconnect with the gentle moments they’ve shared with the river. According to the River Engineering Section of the Taipei Hydraulic Engineering Office, this mural was designed by Creative Director Max. Inspired by The King Who Would Not Accept the Throne from Zhuangzi, the design centers around the passage: “At sunrise we begin our work; at sunset we rest, free and content beneath heaven and earth.” The artwork reflects the harmonious rhythm of life in Shezi, where humans and nature coexist. The mural uses layered geometric shapes to express the beauty of order in both nature and daily life. It begins with a vivid orange concentric circle symbolizing the sunrise, which gradually expands into a soft blue sky. Sunlight streams through the trees and flows along the river, painting a picture of ease, vitality, and balance along the riverside. The background imagery centers on the natural harmony between earth and sky. A centuries-old banyan tree stands tall beside the tidal waters, together forming a richly diverse ecosystem. Through keynote lectures and experience-sharing sessions, the forum aimed to strengthen community collaboration and enhance Taipei’s overall emergency response capabilities—working together toward a safer and more resilient city. The Taipei Hydraulic Engineering Office (Taipei HEO) stated that the forum was presided over by Deputy Mayor Lee Shu-Chuan. Through this annual gathering, the City hopes to inspire community disaster leaders and formally launch the flood and typhoon preparedness season. Today, the Taipei Hydraulic Engineering Office (Taipei HEO) has revitalized both sides of the bridge embankment with a series of murals that bring the memories of Shihpai Bridge back to life. Every brushstroke and color tell a story of the people, places, and time that define this corner of the city. The embankment mural project draws inspiration from My Home Disappeared, a locally published picture book by Taipei Municipal Zhong-zheng Senior High School that chronicles the history of the “soft bridge” area. Designed by rising illustrator and designer Humor star, the murals feature characters from the book—including a young girl named Xiaomi, a wise old Tree Grandpa, and a graceful egret—who guide viewers through scenes representing the past, present, and future. In the “past” mural, viewers are immersed in imagery of early rural life: countryside fields, birdsong and blossoms, the historic Fuyu Temple, and traditional Sanheyuan courtyard houses. Highlights include  the “JinRui Tshân-enn Multifunctional Classroom” named after the Taiwanese word for dragonfly, which is crafted entirely from locally sourced materials and infused with ecological design principles. Together with a striking entry plaza set against a backdrop of forest and water, Jinrui has evolved from a quiet neighborhood retreat into a rising star on Taipei’s nature tourism map. And it’s more than just a place for walking and scenic views—Jinrui has become a must-visit hotspot for dragonfly enthusiasts throughout Greater Taipei. Both dragonflies and damselflies, commonly seen in Taiwan, belong to the insect order Odonata. There’s an easy trick to telling them apart. Dragonflies rest with their wings spread flat like airplane wings, have sturdy bodies, and eyes that sit close together—sometimes even touching. In contrast, damselflies are slenderer and more delicate. When at rest, their wings fold neatly along their back like hands in prayer. Their eyes are set farther apart, and their heads resemble tiny dumbbells. Interestingly, the life cycle of Odonata species is closely tied to aquatic environments. Their young, called naiads, are aquatic and thrive in watery habitats—where there’s water, you’ll often find dragonflies. Jinrui Flood Management Park benefits from a prime location and has been further enhanced through habitat diversity projects by the Taipei HEO. As a result, the park now features a wide variety of aquatic zones. These range from clear mountain streams winding through valleys, to broad flood detention ponds filled with aquatic plants, and even hidden forest-edge runoffs and moist marshy areas. This rich array of habitats has successfully attracted a wide range of dragonfly species, each favoring a different type of water environment. According to long-term ecological surveys commissioned by the Taipei HEO and observation records from the Neihu Community College Ecology Program, a remarkable 76 species of dragonflies have been identified at Jinrui Flood Management Park. This exciting figure represents nearly half of Taiwan’s 161 known dragonfly species and confirms the park as a major hotspot for Odonata diversity in Taipei. It also highlights the park’s exceptional ecological richness and value. Summer is the best time to witness these aerial dancers in action. While most dragonflies enjoy warm weather, extreme heat may send them seeking shade. Based on accumulated observation experience, the golden window for dragonfly watching is from 8:00 to 10:00 a.m., when it’s common to spot more than a dozen different species of dragonflies and damselflies. There are also species that prefer to emerge at dusk, such as fast-flying forest dragonflies like Aeshnidae, Tholymis tillarga (twister), and Zyxomma petiolatum Rambur (brown dusk hawk). This article will introduce the Huangkang River Pressure Culvert, a very important underpass culvert structure in Beitou area. It contains the tunneling section excavated with the TBM, the two-hole rectangular culvert section, and the four-hole culvert section. In hydraulic engineering, the “culvert” often mentioned in hydraulic structures is the stormwater sewerage for drainage. There are two major types of rain culverts: gravity drainage culvert and pressure culvert. The Huangkang River Pressure Culvert is an underpass pressure culvert channeling water with the pressure from the water level difference from the upper stream to the lower stream.  To ensure the effective operation of the Huangkang River Pressure Culvert, the Hydraulic Engineering Office (HEO) started the dredging work at the “tunneling section” of the culvert, with a total of 950m starting from the start at Zhongyong No. 2 Park to the Dayeh No. 2 launch shaft. Currently, bulldozers, small excavators, and sludge containers are transported to the tunneling section through the mechanical cleaning holes and manholes at 0k+950 launch shaft, and dredging towards the upper stream has started. As the elevation of the whole pressure culvert is below the low-tide level, there is always water inside the pressure culvert due to the tidal effect, and the suspended matters and bottom matters contained in the Keelung River or the mud and sand at the flood diversion weir at the upstream Huanggang River flow into and deposit easily inside the culvert. As the sludge accumulates over the years, the culvert cross section reduces to affect the flood drainage performance and safety of the culvert. HEO thus checks and dredges the culvert periodically to ensure its flood drainage capability. Introduction of Huangkang River Pressure Culvert1.With a total of about 3,408m long, HEP completed the Huangkang River Pressure Culvert in October 2009.2.Like the babysitter role of the Huangkang River, the culvert drains water from the main river course to maintain the 50-year flood control standard of the river.3.Zhongyong No.2 Park is the flood diversion entry of the pressure culvert. With a back siphonage design, the culvert drains water beneath Dayeh Road to the agricultural area in the west of Dayeh Road before penetrating Dadu Road in the south. Then, water runs beneath Zhoumei Expressway before flowing into the Keelung River along the southwest of Guandu Embankment at the intersection of Zhoumei Expressway and Guandu Embankment. New look for Wufangang River in BeitouAccording to the Taipei Hydraulic Engineering Office (THEO), three river surface clean-ups and dredgings have been completed at the Wufangang River in Beitou this year to maintain drainage safety. In addition to dominant aquatic plants, such as water cabbage (Pistia stratiotes), and tree branches that may affect drainage safety lodging from the channel to the river surface are also cleaned up to restore the natural look of the Wufangang River. According to the Stormwater Drainage Management Section (SDMS) of THEO, water contamination and overgrown exotic plants are a common problem in rivers running through urban areas. Dominant exotic plants not only affect the flow of water bodies, but also clog the watercourse doing harm to drainage safety, and even deteriorating water quality. As water quality and drainage safety are important issues, THEO has been increasing the frequency of channel clean-up to address these issues. According to the Northern Management Station of SDMS, two surface clean-ups were implemented on the Wufangang River this April and September respectively. They included the removal of dominant aquatic plants, such as water cabbage (Pistia stratiotes), and tree branches that may affect drainage safety lodging from the channel to the river surface. The third clean-up will be implemented in late December to maintain the natural look and drainage safety of the Wufangang River. The Wufangang River located in Zhoumei area in Guandu in Beitou District was originally the old river course where the Shuanxi River flows into the Keelung River. Trees on both banks are verdant. To match the original charm of the channel, a plank trial is built along the bank from the weir upstream to Zhoumei Street downstream. The waterfront scene featuring the blue sky and green water on the one side, and the pastoral scene formed by waving rice stalks on the other side form a rare natural view in the urban area. It is also a secret sight of the locals. The weir supplies water for irrigating the last field in Taipei City. The irrigation channel allows people to understand the history of agricultural development in Beitou and is an ideal venue for environmental education. In addition to beautifying the city’s appearance, THEO improves the Wufangang River to provide more opportunities for residents to enjoy nature. Following the recent completion of facility upgrades, the park has undergone a significant transformation, featuring the newly established Jinrui Tianying Cabin, an excellent spot for rest and recreation. According to the Taipei Hydraulic Engineering Office (Taipei HEO), Jinrui Flood Management Park occupies just 7% of the area of Daan Forest Park, yet it hosts over one-third of all dragonfly species found across Taiwan. Inspired by dragonflies, the park now includes the Jinrui Tianying Cabin and a dragonfly-themed pavilion. The project was guided by principles of preserving maximum ecological habitats, promoting energy conservation, and reducing carbon emissions, while also considering scenic views and user-friendly spaces. The Jinrui Tianying Cabin, perched by the waterfront (“Tianying” means “dragonfly” in Taiwanese Hokkien), offers unparalleled views. Its location was carefully selected to minimize environmental impact. The cabin’s structure uses 100% MIT (Made in Taiwan) sustainable timber and features a roof of red copper tiles that will blend with the environment over time. Handmade glass mosaics depict the iridescent wings of dragonflies, while locally sourced materials minimize carbon emissions from transportation. These natural, warm hues will gradually harmonize with the surrounding environment, creating an atmosphere that evolves with time and space. The Hydraulic Engineering Office has reimagined the entrance plaza of Jinrui Flood Management Park, incorporating artisan craftsmanship in the layered stonework that graces the area. Visitors will notice the creative reuse of existing materials throughout the park. For instance, the original stone steps, hand-carved stones at the Jinrui entrance, and the pavilion plaques atop the levee have been thoughtfully repurposed. These elements, enhanced with meticulous and elegant design techniques, breathe new life into the park’s entrance while preserving its charm. The Public Works Section of the Hydraulic Engineering Office stated that this project also improved the entrance and levee-top spaces. By opening the existing concrete barriers, the design allows visitors to relax on terraced seating by the waterfront, where they can take in the serene atmosphere of the Satoyama Landscape. Mayor Wan-An Chiang specially led a team of various city officials today (6/5) to inspect the maintenance of the stormwater drainage system in Lane 91, Section 1, Neihu Road, Neihu District. Since 1961, when the construction of the city's drainage district and pumping station were completed, Taipei City has accomplished 716 kilometers of stormwater drainage projects, which is the longest in Taiwan. According to the Hydraulic Engineering Office, stormwater drainage is an important part of the city's drainage system. Stormwater drainage is just like the blood vessels in the human body, supporting the cleaning of the city during heavy rains and any clogging or damage in any one place will affect the city's flood prevention and safety. Therefore, in order to improve the drainage function for sewers (old boxes and culverts), the Hydraulic Engineering Office actively promotes the stormwater drainage renewal project to ensure the soundness of old boxes and culverts, to strengthen the structure of stormwater drainage works and to increase the life span of existing hydraulic facilities to maintain the normal operations of the drainage system and to reduce the risk of flooding in the Taipei City. The Hydraulic Engineering Office pointed out that in order to maintain the soundness of old boxes and culverts, the annual storm sewer structural repair and maintenance works (citywide) and stormwater drainage structural repair works (in each district) are organized every year. At the same time, the City improves the concrete wall weakening and spalling repair works and steel corrosion works in order to make these aged urban pipes stronger. The sewer renovation of Lane 91, Section 1, Neihu Road, Neihu District is particularly interesting. After evaluating the traffic, pipelines and system deficiencies, the Water Resources Department adopted the SPR method, which is different from the traditional repair method, to rebuild the underground box and culvert that originally needed to be excavated and rebuilt. This method overcame the dilemma of difficult excavation, had the advantages of fast and short construction time and also compensated for the lack of structural performance, while meeting the hydrological performance requirements, which helped to improve flood control and safety, as well as construction efficiency and environmental friendliness. The Stormwater Drainage Management Section of the Hydraulic Engineering Office explains that, especially in Taipei City, there are often afternoon rainstorms in summer and fall, which makes the effectiveness of the drainage of sewers more challenging. Not only has the city's ability to retain water been reduced, but the amount of surface runoff from heavy rainfall has also increased significantly. In order to solve the problem of insufficient water retention and water permeability and reduce the risk of flooding, the Hydraulic Engineering Office (HEO) has adopted engineering management to improve the city's flood carrying capacity. Fulin Road located between Jiantan Mountain and the urban road,that is, the midstream of the rain water sewer system. Jiantan Mountain is big and the steep, when instant heavy rainfall occurs, the puddle at Fulin Road is getting worst. HEO has adopted the integrated flood management and flood mitigation strategy to improve the flood detention project. For example, in the Wenshan District, the HEO has constructed the flood detention basins in the Xinhai Ecological Park and the north side of the Wenshan Sports Center, thus significantly reducing the risk of flooding in the Wenshan District. HEO has received several puddle reports from citizens around the Chiang Kai-shek Shilin Residence (Shilin Residence) since 2012. After observing and reviewing the cases, the reason for causing puddle is that the drainage capacity of the open gutter at Shihlin Residence is not enough to accommodate the runoff from Jiantan Mountain, the north and south sides of Fuhlin Road, and the surrounding watershed. The side ditches, stormwater wells, and connecting pipes in the area are all ultimately discharged to the gutter. Being the only large-scale drainage facility in the area, this is a tremendous challenge. Imagine turning on the faucet all the way, the pipe below the sink cannot drain the water immediately, then the sink will accumulate water in 5-10 cm high, and eventually the water will be slowly drained and gone; similarly, the sudden heavy rainfall would cause the water level in the open gutter to be higher than water return, which would cause the surrounding side ditches, rainwater wells, and connecting pipes not be able to drain. In this case, the terrain of the Section 5 of Zhongshan N. Rd. and the intersection of Fulin Road is considered to be the lowland, so the puddle condition is most severe. The goal of building the Shilin Residence detention basin is to solve the problem of insufficient capacity in the Shilin Residence open gutter that absorbs 23.73 hectares of watershed on the north and south sides of Jiantan Mountain and Fulin Road. It is not just to collect the puddle in the lowland area. Together with the results of the pipeline survey to avoid Taipower ultra-high voltage, HEO has chosen a green space next to the Fulin Road and Lane 100 of the Fulin Road to set up a detention basin. The area of the basin is about 1,700 square meters, with a planned flood retention volume around 600 cubic meters in the upper basin and 10,400 cubic meters in the lower basin, the aggregate flood retention volume is about 11,000 cubic meters. The renovated detention basin includes an upper basin and a lower basin. The upper basin is surrounded by green space, pond, trails, plants, and recreational space. The space is more effectively utilized than the existing condition. Based on the energy-saving and carbon-reducing principles, we reuse the old concrete blocks for pavement and styling chairs, use permeable bricks for the sidewalk pavement and install rainwater retention bricks underneath, reuse the granite slabs, recycle the water in the detention basin, plan for solar panels to provide power for the circulation machine in the upper basin, and subsidize the water ladder on the south side to create the image of terraced fields, so the water can always flow and be exposed to the sun. Due to the deep excavation in the lower basin, the construction contractor will carefully apply soil retaining support when building the slurry wall. Prior to start construction, adjacent buildings will be assessed by a certifying authority. During construction, monitoring devices will be set up to monitor the site to ensure the structural safety of the adjacent buildings. The "New Construction of North Side Detention Basin of Shihlin Residence" was commenced on March 14, 2024; the construction will last for 750 days, and is expected to be completed in early April, 2026. The total cost of the project is NT$460 million. We expect the detention basin will enhance the rainfall carrying capacity to 88.8mm/h which is the standard for flood control after the completion of the project. Different designs, but both are eye-catching! Come and see when you have time! According to the Hydraulics Engineering Office, designer Wei Yi Huang designed the "Happy Hwa Hsing" piece located at Section 7, Xinhai Road, based on the local history and natural background. In this mural are the Kuan Ming Movie Theater, Kuan Ming Market, which residents have shared memories of, as well as the masked palm civet from local eco-systems. In particular, the local elementary schools hold canoeing activities to promote marine education in Jingmei River, which is why the designer drew the canoeing scene. This new embankment mural artwork shows many local features, and connects with the emotions and memories of the local community. In addition, the design team of PDD Lab has created a piece with the theme of youth, especially emphasizing the feelings of first love. In the mural artwork, Neihu is a place full of young energy, the whale in the middle represents the faithfulness of love, and on the left side of the mural are the city flower of Neihu, bougainvillea, and the Taiwan blue magpie flying in the sky. One of the blue magpies is waiting in the bougainvillea, while the other is flying towards it, representing the hope and pursuit of love in each other. The Hydraulics Engineering Office of the Public Works Department, Taipei City Government promotes the New Embankment in Taipei, which is designed by various artists. Not only does it change the stereotypical image of the embankment wall being gray and dull, but it also connects local memories and emotions behind the artworks. Recently, its bird population has been thriving, with the number of Eurasian teal, a member of the Anatidae family and a key migratory bird species in northern Taiwan during the wintering season, reaching over 200 counted! Various other species such as the grey-headed lapwing, pond herons, dunlins, little ringed plovers, and common snipes have also been making appearances. Even the endangered black-faced spoonbill and Eurasian spoonbill have been spotted, making the birdwatching experience truly delightful and exciting! According to the Taipei Hydraulic Engineering Office (Taipei HEO), based on long-term monitoring data and assessments, habitat improvement projects are conducted between June and August when the ecological impact on migratory birds is minimal. These projects not only involve lowering the elevation of the Shezi Island Wetland but also creating diverse habitats, including land islands, tidal pools, and tidal channels. After the completion of the projects in early September, the water storage conditions during the ebb phase have significantly improved. This enhancement has welcomed a variety of migratory birds, marking the arrival of numerous avian visitors from afar. The Ecological Station of the River Administration Section noted that a rare migratory bird, the grey-headed lapwing, took the lead, followed by wintering pond herons, Eurasian teal, northern shoveler, and various waders all making appearances. By mid-November, Class I, II, and protected black-faced spoonbills and Eurasian spoonbills had flown to Shezi Island. For several consecutive days, they were observed foraging and inhabiting the wetlands. The number of wintering Eurasian teal has also surged to over 200, indicating that well-planned habitat projects have positive effects on the management and conservation of artificial wetlands.  The River Administration Section further pointed out that the Shezi Island artificial wetland has become an excellent site for the public to understand wetland ecology. However, in recent years, the large amount of sediment brought by the Keelung River has led to continuous siltation and land accumulation. During the ebb phase, the wetland's water retention rate has decreased. Additionally, the continuous expansion of Kandelia obovata, reeds, and sedge grass has severely compressed the nesting spaces for waterfowl. Therefore, the Taipei HEO has conducted habitat improvement projects between June and August this year to address these issues. The northeasterly monsoon is ushering in refreshing waves of coolness to Taipei, enticing numerous migratory birds accustomed to higher latitudes. Riding on the monsoon winds, they arrive in the relatively warmer Taiwan, commencing their nearly six-month-long "winter break." Presently, a considerable number of migratory birds have been spotted at the Shezi Island Wetland. Citizens are invited to visit the Shezi Island Interpretation Pavilion during weekends and holidays. Citizens are welcome to unleash their creativity, but the Hydraulic Engineering Office (HEO) of the Taipei City Government would also like to remind the public that any offensive language, images, or politically charged content will be promptly removed. According to the HEO, there are currently seven dedicated riverside graffiti areas in Taipei. Among them, the largest is the Chengmei Left Bank Graffiti Area in Nangang District, covering an area of 2120 square meters. The second-largest is the Guanshan Graffiti Area in Songshan District. Additionally, graffiti areas are available at the Meiti, Fuhe, Jingmei, Chengmei Right Bank and Yingfeng Riverside Parks. These walls often showcase brilliant graffiti creations by creative citizens!The HEO noted that it adopts a four-month cycle wherein the HEO regularly repaints the graffiti walls white and then reopens them for public artistic creations. This means that the artworks on these walls can be displayed for a maximum of four months for public appreciation. However, the HEO emphasized that any offensive language, images or politically charged content will still be promptly removed. The graffiti walls aim to enhance opportunities for people to express their creativity through continuous updates while ensuring the cleanliness and attractiveness of the riverside landscape. Recently, all the dedicated graffiti areas in riverside parks across the city have been repainted white, welcoming enthusiastic citizens to engage in graffiti art. A special reminder for citizens: the graffiti area under the Zhongshan Bridge at the original site of the Bailing Riverside Park has been closed due to its proximity to historical sites under the Zhongshan Bridge. Please refrain from creating graffiti art at this location and instead explore other available graffiti areas for creative expression. The HEO once again reiterates that creating graffiti in locations not officially designated for such activities constitutes illegal behavior and is subject to enforcement and punitive measures. The Taipei City Government's Department of Environmental Protection, in accordance with Article 27, Paragraph 2 of the Waste Disposal Act, considers defacing surfaces such as the ground, pools of water, drainage gutters, walls, beams, or pillars, utility poles, trees, roadways, bridges or other fixed structures as pollution of the environment. Offenders are required to remove such markings and may face fines ranging from a minimum of NT$1,200 to a maximum of NT$6,000, with heavier penalties for serious violations, as stipulated in Article 50 of the same act.
